I was raised on an island in Alaska that did not cap the landfill. Eagles, seagulls, and every remotely verminous creature joined the biggest brown bears in the world at the daily feast. We would often park and watch the spectacle over a beer or two, until one day a brown bear didn't find enough rotting food and inquired after the parked vehicles fully of tasty people. Hooking a claw on the edge of the door, it handily peeled the door open while the panicked driver frantically slammed through the gears to escape. We didn't wait around to see if the bear meant the questing look it sent our way either.
After a couple incidents like that, the landfill was capped and the pastime of dump watching was over.

I grew up on Long Island NY. We had a hospital dump where we shot rats at night with an occasional cat wandering about. Tame in comparison ..
Yeah, they wouldn't let us shoot the bears.
