I saw this exercise some time ago during my odle hours online scrolling around and watching videos. I don't think the performer gave it a name, but it was meant to target the anterior part of the shoulder (rear delts). I tried it just now and it worked, or at least felt like it worked. He also kinda acknowledged it is a kinda weird unusual exercise. To that I say "no shit".
It was kinda fun to do, but I'll definitely mot be doing much of it for my rear delts, I've got a number of other options i prefer. But if I see some crazy difference in my rear delts from this I'll probably rethink that.

Experimenting is good but not in exercise.. this is what I learnt. Putting too much pressure on the wrong muscles sometimes creates big problems. But looking at your exercise pattern it seems that you are an expert in it.👍🏼 💪🏼

If you ask me, experimenting is good even with exercises, but one should not use heavy weights for such experiments. Heavy weights make it dangerous, but light weights are fine. Anytime I try a new exercise I make sure the weight is really light and that is what I did here 🤝
My point was also in the same direction that it is right to use it only when you know the basic principles of exercise (like you are an expert). If an ignorant person starts using anything in exercise without any reason then it can prove to be very harmful for him.
